Final Inspection Checklist: What Your Post-Construction Clean Should Deliver Before Occupancy

6 min read March 2025 Bel Cleaning Editorial Team OSHA-Compliant Practices

Certificate of occupancy inspections fail when cleaning is incomplete. Punch-list inspections generate callbacks that delay move-in. Tenant walk-throughs produce complaints that damage the GC-owner relationship. All of these are avoidable with a comprehensive final inspection checklist that holds the post-construction cleaning company accountable. Use this list as your vendor accountability tool on every project — from HVAC diffusers and window glass to grout haze, floor finish, and restroom restocking.

How to Use This Checklist

Walk the space with your cleaning vendor at the completion of final cleaning. Physically verify each item — don't check boxes from the hallway. Any item that fails goes on a punch-list and gets corrected before the building is released for occupancy. This is the same verification discipline a GC uses for their own punch-list — the cleaning vendor's work deserves the same scrutiny.

For large projects, break the walk-through into zones (floor-by-floor, or by building wing). Document failures with photos. Assign a correction deadline to each item.

  • Ceiling tile surfaces free of visible dust and fingerprints

  • HVAC diffusers cleaned inside and out; no visible dust on louvers
  • Return-air grilles cleaned; filters replaced
  • Light fixtures cleaned — both housings and lenses

  • Ceiling-mounted speakers and AV equipment clean

The Final Walkthrough

With the vendor, walk every room systematically. Bring:

  • The SOW and this checklist
  • A notepad or digital device for documenting issues
  • A flashlight — construction dust hides in shadows
  • Camera for photographing failures

Any failure goes on a punch-list with a named correction deadline. If more than 10% of items fail, consider this a sign that the vendor's self-check wasn't done — the project may need additional cleaning time rather than just corrections.

Sign off only when the checklist is complete. The signature is your record; don't release it prematurely.

Key Takeaways

  • A comprehensive checklist prevents inspection failures and tenant complaints.
  • Walk every room systematically; document failures with photos.
  • More than 10% failures signals an incomplete job, not just a punch-list.
  • Hold sign-off until every item passes.
  • The checklist is also a training tool — use it to build scope on future projects.
